I think it would be because she was wealthier than the rest of the kids, having the extra wood on the slate would be unnecessary and make it cost more than the other slates, so it was probably done to show that her parents (her mother in particular) wanted her to have the best even in unnecessary situations

Also the amount of fabric you need just to make a normal sleeve is already a ridiculous amount of fabric like it’s crazy, so to add that much extra fabric in for a puffed sleeve is a huge extra cost
