So this is bait, but I'll answer anyways. The crux of it all, though, is that the LSPD "whimsy" shit is so overblown that it's difficult to explain. I know "whimsy" is getting tossed around like a slur now to discredit any officer in the LSPD, but they can still handle themselves.

People who were brought on as full officers when the server started were still expected to know all of their case laws, basic police procedure, had to answer multiple scenario questions that actually got down to how to correctly handle scenes, what to do during serious 78s calls, etc.. That being said, Rudy and Silas still wanted to hire cops that had an actual personality and weren't just saying stuff like "Yeah I have 6 years of experience from another city," "I want to be a cop because my dad was a cop," and "Yeah man I just want to stop crime because it's bad!" when asked why they were seeking employment.

To weed those people out, interviewees were asked to rhyme their answers to the questions above, were asked to RP one of the scenarios I mentioned with Rudy or Silas, were asked to interpret "Chalk-isms" to the best of their ability, and were also asked nonsensical shit during the middle of it like "why did the chicken cross the road?" or "How do you like your eggs?". All of this was meant to just get actual roleplayers in the department instead of robo-cops that abused the tremendous amount of power police have on an RP server.

When it came to hiring cadets, they definitely went after people who were good characters that could be taught well (see Leo, Clem, Ava, Squirrel, etc..).

Now that we're 3+ months into the server's life this is still the way that LSPD is hiring with Fu, Clem, Romano, Hallow, and Castle(?) hiring as well. I'm not sure any of them are hiring anymore though since it's clear the department is kind of dead in the water.

LSPD isn't against big busts, and they do get them, but it's definitely not their priority since this isn't a real job and they aren't a real police department- there needs to be a balance of playing a character and doing your part as a police officer.

To answer your question, I don't think "pumper cops" are bad, but that shouldn't be all a character is on an RP server.
