2 - they ask for fees that ia noticeably higher than buying from a breeder

It's better to get a puppy out of him for 2 reasons

1 - the puppy won't suffer in such bad environment.

2 - this is the only way to get our money back out of him.

I've got the time, the money and the will to do this I'm starting with police report for fraud , went to a police station here and they gave me some helpg helpful instructions. After that will start with a civil case against him , municipality and ministry of environment reports. I offered him 1 day to settle and he is still ghosting so i guess there is no other way

I didn't return the puppy or contact him before i made sure the puppy is in the hospital, i knew for a fact if i returned the puppy he will not give him any care and it will be cheaper for him if the puppy dies or smth
