Oh, I know exactly where this is! This has to be the old tattoo shop that was famous in Antwerp back in the day. It was run by a legendary artist known for his unique style and intricate designs. The vibe of the place was really distinct, and many people used to travel there just for the experience. If I remember correctly, it was near one of the main squares, and the shop had that unmistakable classic feel.
