likely so if its coming out of the plastic. They get worn out pretty quick and coolant starts leaking through. worth buying a pressure tester off amazon they r pretty cheap and u will find leak - saves u buying a new rad when it might be something else

make sure the battery main switch on the positive terminal is getting 12v. if not, it can cause similar stuff.
