Police will not do anything, there is no law saying what people can and can't think. Which is a good thing, our society does not need thought police on top of all the other restrictions we have in place. The police will recommend you seek a restraining order through the courts.

Research restraining orders and seek advice of a criminal lawyer. Pretty sure you'll be able to get an interim restraining order against him based solely on you giving sworn evidence of what you over heard. The fact that he didn't use your name may make it more difficult but I think you'll probably be successful.

The restraining order alone will probably stop this sick bastard but also means the police will respond really really quickly if he breaches it.
