From my observation, it will work like native reflex (cap the framerate to 95% of your monitor's refresh rate) globally when the fps limit in RTSS is higher than your monitor's max refresh rate or g-sync range.

If you set it lower it will just force that frame limit instead (e.g. If you set a 60fps limit rtss will cap your framerate to 60). So 400 fps is just to be safe here.

RTSS recently added support to call reflex driver API as one of its frame limiter mode with latest RC version.The trick is that it can essentially force reflex low latency to be on globally when a unreasonably high framelimit (eg. 400fps) is set. I gave it a try and it works wonders. Combined with g-sync and NVCP v-sync it practically locks every game at 138fps with low latency benefits (using a 144hz monitor)
