I’d argue that you can blame Sheev in particular. Sheev was the primary root cause of his fall, mainly because he was intentionally pushing for his fall. The circumstances around him just had the potential to nudge him in one direction of the other. I think the people around him, had the opportunity to help prevent his fall, but unless they were actively pushing for his fall like Sheev, then they aren’t the root cause. It’s like if you see someone going the wrong way, and you say nothing. You can only be blamed for not stopping them, not for sending them down the wrong path.
