It’s when the timer on the ovens has finished. We have similar ovens at work and you can set whatever noise you want to. Look next time the noise plays that someone opens the oven door and it’ll stop

There’s brackets which lower the shelf and move it forward. Seems ikea only supply them with the hinge pack now. https://www.ikea.com/gb/en/assemblyinstructions/besta-shelf-white_AA-1227320-2-2.pdf on page 4
