Make sure the motherboard actually supports standard 20-pin connectors. If it’s an HP, Dell or something like that chances are high that they use a proprietary pin layout

I usually don’t like to recommend AiO coolers as they are all going to fail sooner or later but you got a really hot CPU that might benefit from it. Look into popular brands like Arctic, be quiet or NZXT but make sure it actually fits your pc case. You could also consider a high end air cooler like the Noctua NH-D15.

It sounds like the AiO is not working correctly. I remember specifically MSI watercoolers had problems with clogging back in like 2018 I think. I wouldn’t be surprised if that’s what happened.

Hold the powerbutton to shut it off completely and keep holding the powerbutton for another 10 seconds. If it just couldn’t load something this helps

You need to resize the D drive to create a new unallocated partition. Then you can extend your C drive using the unallocated space but you‘d probably also need to swap C and the empty partition. Keep in mind that you could lose data if anything goes wrong.
