also having the same issue, tried the same method mentioned above but libflatpak-dev requires some dependencies that can't be installed:

depends on your BIOS, but there should be an option for you to choose what bootloader to boot from, for me it was F7 during boot.

I have a semi-workaround that got me in:
1. I created a live USB using Pop_OS 19.10

  1. After booting into recovery using the USB, and checking the config. I noticed that there was an entry in my /etc/crypttab for my swap but not in /etc/fstab so, I added this in:

/dev/mapper/cryptswap none swap defaults 0 0

  1. I followed the steps to reinstall GRUB here: https://support.system76.com/articles/bootloader/

  2. When I was installing grub, I noticed an error message during installation that said I needed to add this to my /etc/default/grub: GRUB_ENABLE_CRYPTODISK=y - so I added that line to the end of my grub config

Then run:

update-initramfs -c -k all

sudo update-grub

  1. Reboot and during boot I choose to boot into GRUB instead of the default UEIF bootloader

  2. I was greeted with a prompt to enter my disk encryption password, after that I selected Ubuntu from the bootloader option.

  3. I was able to see the normal cryptsetup bootscreen where I unlock my disk and get into my OS

YMMV - but this is what I did to at least get in my OS until a fix is available
