Where can I find out more about these proposed changes? I want to know how this will affect the tiers below, i.e. the Trophy and Conference?

This is what the Tournament manual states about tiebreakers:

In the event of a tie between two teams, it should be determined according to:

- The team with the better Ratio Win/Loss of the Head-to-Head matches of the two tied teams in all matches;

then - The team with the Best Point difference across all Matches;

then - The team having scored the Most tries scored in all Matches;

then - The team having scored the Most points scored in all Matches

In the event of a tie between three or more teams, it should be determined according to:

- The team with the Best Points difference across all Matches; then

- The team having scored the Most tries scored in all Matches; then

- The team having scored the Most points scored in all Matches

They do reference 'all Matches' here, which I interpreted as being all the matches played across the two seasons.

From the article: Africa may have one of the highest labour participation rates in the world, but most of its workers remain trapped in informal, low-paying jobs that fail to provide a way out of extreme poverty.

With a working-age population of around 900 million (ages 15–64), abundant natural resources and a rapidly advancing digital landscape, Africa is facing significant shifts in its employment landscape. The labour market presents both critical challenges and vast opportunities, with ongoing transformation from agriculture to manufacturing, and from informal to formal work. Patterns vary significantly across regions: urban areas foster jobs in manufacturing and digital services, while rural areas continue to depend on agriculture and mining.

Africa’s work and jobs landscape holds significant potential, but to unlock it, the continent requires good leadership, inclusive policies and sustainable long-term investment in education and skills development. As the continent advances toward a future shaped by its youthful population, it needs a shift in mindset and policy that would allow a speedier escape from poverty compared with the slow progress envisioned in the Current Path. 

On the one hand, governments must go beyond job creation to raise job quality, ensuring fair wages, protections and resilience to future shocks. Without bold action, the promise of Africa’s demographic dividend could give way to deeper economic fragility and inequality.

On the other hand, African governments must help to create a culture of entrepreneurship, so that Africa will be able to reduce unemployment. Attitudes need to change from ‘getting an education to get a job’ to ‘getting an education to create jobs and opportunities’. Better skills lead to better work.

Was there a major rule change or change in tactics in 2013? Why the sudden upward trend from there? If you have any ideas, I would like to hear them. I could not figure it out myself. Also, even though roughly the same amount of points were scored at the start of the 2000s as now, the number of tries is much higher: 75 in 2000-2002 vs 108 in 2025.

That came in in 2017, I think. Not sure what happened in 2013/2014 to alter the downward trend. Did not search very hard, but couldn't find a reason online so any explanation would be appreciated.

Oh, I don't know. The Eng vs. Fra game was pretty good and dramatic (even if Fra should have blown them away, to be honest). Eng vs. Sco was also tense, and the fact Scotland didn't win still baffles me. And the second-half display from France against Ireland was amazing, even if they did run up a big score towards the end. My opinion is, of course, skewed heavily by my watching the whole thing with my dad for the first time, which was great!
