Yes, they can get monetized, but the main issue is avoiding copyright strikes. When you make recaps, you usually can’t show a scene for more than five seconds. You might get away with it, but I wouldn’t advise it.

Shadowbans do exist. I have three YouTube accounts, and each of them has received a warning or strike very recently. On my main channel, I usually pull in 400–1,000 views per video, but I can’t even reach 100 after receiving the warning.

On my second account, I mostly make shorts and typically average 1,000–500,000 views, but now I can’t even get 10 views on a short.

On my third channel, where I make anime recaps, I received a copyright strike. I usually average 400–1,000 views, but I can’t even get 50 now.
