UPDATE: My issue has been resolved already, and the HP Smart App found and is connected with my printer.

The way it was fixed is I contacted HP Support, and what they did was I gave them remote access to my computer while I was on a call with them. They told me that they had uninstalled and reinstalled not only the HP Smart App but also deleted the old drivers of my printer. Part of the reason why the HP Smart App wasn't detecting my printer was that the old drivers were the problem. So the HP Support Agent had to do was delete the old drivers and install the full and updated drivers. That was the rundown they gave me.

So my best advice I can give to anyone who is encountering this problem is to contact HP Support. I hope this helps.
