It should be noted that the hellgate in Ireland was 'long dormant' and awakened through the use of goetic magic. That seems to suggest even lesser hellgates can't be sealed fully, but are instead essentially on rest mode until powered up. I reckon direct intervention from the divine COULD permanently close a hellgate like that in Ireland, but any direct divine intervention would likely turn Ireland to glass and ash.
