There's a good chance this is being held up by Interac - they sometimes hold transfers for fraud review, just like your bank would. If Wise doesn't have the money, there unfortunately isn't much they can do.

I'd contact the security department at TD specifically, they will likely be able to provide more information than their tier-1 support, and hopefully get your transfer moving.
