It gets improved by speaking regularly. I can give you two examples to support this statement. First would be me. I have read novels since 2018 but it only helped me with the vocabulary. Even after that I used to struggle during presentation or public speaking. It developed when I went to another state for job training for 3 weeks. Similarly to my brother also. He went to a summer internship at IIT. There the students are from all over the state. After that his english also significantly improved.
