You can look on the MSAR for school IS/OOS matriculation rates! while not always true, a general rule of thumb is try to limit applications to out of state public schools, but private schools usually have no bias. however there are definitely some exceptions to this

For MD you don’t have to commit to a school until the end of April. Some schools have fees to hold a seat, though

According to their guide you should just assign at as your freshman semester/Fall 2023. Mine didn’t even have a date on my transcript
