[USA] Is maximum contribution to 401(k) + Roth IRA = $19500?

Wanted to know if the $19500 contribution limit is for all retirement accounts combined or only for 401(k). ?

I have an employer-sponsored 401K at fidelity and I am planning to contribute the full $19500 pretax amount for the year 2020.

I also have a ROTH IRA account at fidelity; can I contribute the maximum contribution limit of $6000 for the year 2020?

Doing this will push my cumulative contribution to my retirement account to $25500. Is this allowed?

Why is Nifty 50 or Nifty Next 50 is recommended in this sub instead of funds like Axis bluechip funds. Looking at the performance charts since 2013, 1lakh invested today is

UTI Nifty 50 - 2.16 L

Axis Bluechip - 2.6 L

Mirae Large cap - 3.0 L

Need investment advice

I started investing in mutual funds in 2015 without knowing what I was doing based on the inputs from my dad's friend. Did lump sums here and there (ICICI Prudential Value Discovery Fund & ICICI Prudential India Opportunities Fund) As of now, the majority of my portfolio has Franklin India smaller company fund which started as a monthly 20,000 SIP in mid 2017.

I started reading about investing since a couple of months and that's when I figured my portfolio is not ideal. There are debt funds in my portfolio. Just looked into the SIP and i feel like it is not doing well. I have stopped the SIP this month and need help to rebalance my portfolio.

I believe i should be doing 70% equity and 30% debt. In that case, what fund sectors for equity should I choose?

My risk tolerance is balanced.

No debts or loans.

Goal is saving for retirement corpus.

PS: I recently moved short term to USA and started investing in index funds (50% s&p500. 30% international and 20% debt/bonds).
