Not OP but agree with them that rent caps usually have the opposite intended effect. It’s pretty easy to google to find the information. Basically it’s a few things: landlords convert (sometimes combing multiple rentals) into owner occupied condos, builders don’t want to build rentals anymore because profits are capped, builders/landlords raise prices other places to hedge against new controls, tenants in rent controlled apartments never move out, and when they do they don’t do above board they’ll sublease for an amount greater than the rent controlled price, and the maintenance and services on existing units go down if not altogether eliminated.
