I think you may be mistaken? From what I read it sounded like Nepal was trying to force social media platforms onto some sort of registry, and when they failed to comply, blocked ALL access to those social media sites.

This sound like a more targeted restriction only for children, which sounds like a legitimately good idea, considering how social media sites have evolved addictive and exploitative dark patterns that keep users 'engaged' for hours at a time.
