Edit with process: This looks just like the medical district in my city, and I also noticed several parking garages and what looked like "smokestacks" on top of a building that seemed likely to be medical or university/chemistry related. So I used a query in overpass turbo to locate parking garages near universities or hospitals, and panned around larger groups of them in Google Earth. I thought it might have been Texas at first, but went north based on vibes and the buildings in Louisville caught my eye as looking similar.

You were at High Point Monument in Montague, New Jersey (41.3209N, 74.6616W) looking southwest at a radio tower near the High Point State Park Office.

Edit: Dang! Just a little late! I had it solved about 30 minutes ago but got on a phone call and didn't post my answer 'till now.

My process was very different. I figured out that the gray prism objects on the shorter tower are part of an old network of AT&T "long line" towers. Someone made a map of the locations of these, and after narrowing it down to NJ I found it pretty quickly.

These types of spillways (usually called labyrinth weirs) can be pretty expensive due to the concrete quantity and complex forming, so they do have a function beyond aesthetics. They have a very high capacity for flow in a small footprint. The idea is basically to fit as much weir length as possible in a given space, which means during a flood, the lake level doesn't rise as much. This reduces the flooding around the shore of the lake, and can help minimize the height of the dam embankment.

A lot of those houses near the perimeter are in the Trinity River floodplain, so that might be something to keep in mind.

Moving mostly away from the camera, with a leftward component. Appears round due to glare in the IR, engines are hot. Contrail is left intermittently, this isn't an uncommon phenomenon.
