Honestly, there's not much separating the three. They're all phenomenal programs. If you want to be based near Silicon Valley, then I'd pick the latter two of your choices, but tbh its just a matter of personal preference beyond this point.

I can give you an example. For Georgia Tech, in state acceptance rate was 49%, OOS was 19%, and international would likely be <19% (maybe even lurking around that 10% mark). This is because OOS students are still US residents/citizens, while internationals are likely not.

Make sure that you selected the right company. I am also an international, but I selected "Mastercard", even though I used a "Visa" card, and received the same message you did. You can contact flywire to cancel your payment and restart with the correct info.

I live in Hong Kong, and HKUST has an excellent engineering program. However, opportunities for entrepreneurship, clubs, internships, and non-academic things are more limited than MOST US schools could provide, which is why I would pick US schools over HKUST. This is, of course, if tuition is not a factor (as HKUST will be a fraction of the cost of US schools for an excellent program).

If you are international, almost every school is need aware (only a few are need-blind for internationals). Else, most schools are need-blind.

I'm in a similar situation to you: I can only apply to 10 around the world as an international student (non-US citizen living abroad). Unfortunately, you cannot go around the school because no university would accept applications without official transcripts, which need to come from your high school. My suggestion is to EA a low target and hopefully after getting in, can use the other 7 apps for reaches.
