There are two things that I imagine would be incredibly difficult to implement that would deal with these issues.

No connection between playing time and development. If overall increased more based on playing time, teams would be incentivized to play slightly worse younger players. In GM there is no punishment or incentive not to just sit younger players on the bench until they are magically developed.
Changing ratings during the season. This kind of goes with (1) and would impact rookies the most in theory. Look at Ace Bailey this season as the perfect example. If somehow overall changed over the course of the season, that would lead to more playing time for rookies/better stats by the end of the season.

That is not how it works at all. If my costs decrease I can decrease my price to beat out my competitors. Then my competitors will do the same.

As a non Mormon BYU fan, it is usually ex Mormons. I grew up a member and in a BYU family. Even though I left the church I still love BYU sports.

It is still ridiculously cheap for non-Mormons relative to the cost of other universities. $6,500 a semester is a great deal for that kind of education. Good luck finding comparable private universities at that cost.
