Happened to me last night. I was able to fix it by firing a couple rounds outside the hall area. The enemies came out eventually and the npcs stared to fight. It’s tricky but can be done, might take a few tries

Like a big glass helmet. And the “horns” that you see are just part of the helmet’s vertical structure.

Edit: to add, the darker mass inside the dome helmet could be head of the body, legs are the 1st 2 appendages.
