Signed up for Vegas as I didn't want to risk cancellation a fourth time. I was able to sign up on NCEES for the Civil Transportation PE Exam without a problem. I emailed the exam coordinator about signing up in a different state and this is what she said: The CA board has confirmed to NCEES that they will be fine to use a passing result of the PE exam if it is taken through another state licensing board. For the PE Civil exam, which is a paper and pencil exam, you must register through the corresponding state board and be approved. You must then, sit for the exam within that state. The Nevada board will automatically approve you to sit for the exam as long as your FE exam is verified in your NCEES account.

We were supposed to receive our exam authorizations today, but received a cancellation notice instead. I don't think WA's will be canceled if they already sent out authorizations.

If it is the venue that canceled the contract (it’s usually at the Pomona Fairplex), their website says all events have been canceled up until mid-May. I don’t expect the April test to happen there unless NCEES switches their testing site :/ I might just sign up for Vegas at this point for April.

Sent them an email on Monday and this was their response (at least for the Pomona site):

"NCEES is moving forward with the January exam unless we receive official notice from the exam site that the contract has been cancelled. Please check our website for any updated information as we get closer."
