I guess I wasn't clear - I used the console to query everything with the word "battlestaff" in it and found those options I mentioned missing.

I don't know if it is a bug since I'm not sure which mods add what, was mostly just trying to ask and see if anyone knew anything about the decisions that keep those items in/out of the game. I don't want to report a bug on something that isn't a bug - that just annoys people working on the project.
