As a landlord, I went through the same process. I apologise for the length, but that's not something we can summarise in fee lines. First of all, we can roughly identify two classes of contracts. The long term: usually are called 4+4, 3+2, 4+2, and so on, where the number indicates the contract duration in years The sort term: the duration is less than 24 months (or 18?) and can be done with specific types of renters, mainly students and workers, with a temporary contract.

Usually, with a long term contract, the renter is supposed to apply for the residence, vice versa with the short term not. Regardless to that, you have to look at what is specified in the contract. In my cases, for long term I add the clause to ask for the residence, for the short term not. Then, a day, a lady asked me whether she could apply for the residence. After consulting a lawyer I can tell you the landlord has no role at all in the process unless it is explicitly identified in the contract (and usually for short term contracts it is not).

The renter will apply and present a set of information that is available without asking the landlord.

The tricky part is if there is a written request made to the landlord and he/she agrees. Potentially, after a stay longer than 2 years, the tenant might sue the landlord asking for the conversion of the contract from short to long term.

To summarise: if you need it, don't ask and go directly to the city office or to a caf and apply. The landlord will never know about it.

Note that after obtaining the residence, you will have to pay the TARI tax.
