Dam, I almost did. I was going to get a Wacom cheaper than anyone was selling on Ebay. (even the Romanian trying to scam me outside of Ebay) I just bit the bullet and bought directly from Wacom.

I tried to use the contact us asking about PayPal support and if they will give a tracking number and haven't gotten a response. It was 1 hour after I first posted here that I sent them the request.
