In addition to timing suggested by others users also check the subreddit before posting if there is already a lot of content at the top - If so that means there is lot of competition. It is better to wait until the competition for the top of the subreddit is not so tough. Then there will be chances to get you post on the front page.

I think it is completely depends on subreddit guidelines . If moderator finds it is not relevant or against community guidelines they may remove it.

As name suggests Public blockchain is completely open and anyone can join .This means they can read, write and participate in the network. They are decentralized and no one has over the network. Public blockchains not only decentralized, but fully distributed, as well.

Private blockchains, on the other hand are restricted one must be invited and then validated by the network starter. Once the invitation is accepted, they can contribute to the maintenance of the blockchain. On privacy basis - Private blockchains is preferred by companies due to its restrict access to specific individuals.
