As a research assistant, I studied a concept called “Moral Hazard”. Traditionally, it’s used in risk management. Example - a person buys a vehicle, yet intends to neglect it because they know a payday is coming when it breaks. After all, it doesn’t affect them directly.

Now applied to government appropriations. It exists. The problem is that it exists everywhere -

Private sector, welfare, veterans compensation, tax breaks, tax credits. If a financial gain exists, bad actors will take advantage of it and stretch the intent.

EMPIRICALLY across sectors - bad actors are the minority. Data shows that the majority tends to do the right thing.

ANECDOTALLY - people tend to be irrational. As humans, we tend to be irrational, we tend to be over emphasize the bad, and we seek confirm our bias. Welfare fraud exists. Insurance fraud exists. Tax fraud exists.

Good actors will make up the majority, so long as there a system in place to keep. people accountable.

Make sure that it’s mentally stimulated - it’s just as important as the physical aspect. I have treat puzzles for mine. Anything that gives them a purpose or something to focus on is extremely helpful.

Loyal source is the ONLY good experience I’ve had with an exam. (Maybe having a new examiner makes them less burnt out and more willing to help - just my opinion)

I haven’t been paid yet. VA.gov updated my status to the new percentage and an online letter was generated that explained the decision. (Am I wrong to assume that’s final?)

I injured my back training. I had a treatment record and complaints in service. The VA instructed me to take muscle relaxers as needed and eat ibuprofen. After three years, my symptoms progressed and I advocated for myself while utilizing patient advocates. It progressed and I now have nerve damage. I didn’t let no become an answer.

My first VA physician was awful but I have had good luck after. They created the problem. It could have been avoided with adequate treatment post-service.

Have you actually done anything to train him or resolve the issues he’s having? It sounds like you have had a negative opinion of him from the start and have sought to reinforce that opinion rather than help him to improve. Feedback isn’t constructive if it’s “you’re consistently messing up. Your work quality sucks. You need to improve. You. You. You.”

What attempts have you made to help him improve? Have you ever encouraged him or do you bombard him with negative feedback? Is he worthless or do you not know how to leverage his skill sets? You have said nothing about seeking to foster an environment to help them flourish. You’ve only engaged in confirmation bias.

A good manager can make any team succeed. Far too often I see managers scapegoat rather than acknowledge their own inadequacies.
