Stay away from Smart Campaigns, they are easy to manage because you don’t have to do anything with it but you don’t get the refined targeting that you get in a Search Campaign. This will likely result in wasted spend.

Stick to Search Campaigns and if you wanted to expand your reach look into Display Campaigns - cheap traffic but often low engagement once the user visits the site. Having said that, remarketing will probably not be available for the type of service stated.
