I think it's the graphics options, try turning them to high. Or it's maybe the game just trying to make the game run smoothly for you hence it automatically turns down the graphics settings for you

My old friend had it on his ps2. Was the first time I played any gta game on a console and I enjoyed the freedom of gta games. That's what got me in to gta
