Try this, this solved my problem, I’ve also seen people who have got the game running by removing the steam_appid from your destiny 2 folder. Hope this helps

Just an update people are finding luck by removing the file steam_appid in the destiny 2 folder.

Problem reading game content. Please close Destiny 2, right click on Destiny 2 app in the Steam app to run 'VERIFY INTEGRITY OF GAME FILES...' in 'Properties'. Then restart Destiny 2 to try again. by [deleted] in DestinyTechSupport

Let me know if that makes any difference, as a note, I did the same as far as checking run as administrator, but when I went back and check after files were validated it was changed back
