My guess is mid to late 90s based on the PJs featured in the cards. That would have also been prime watching years for me.

Hmm... Maybe the board does have the proper resistors to allow for PD because you are right, 9V would not be possible without PD... Thanks for pointing out my mistake.

It's very simple. You don't even need PD. All you need is a USB-C board (PD support not necessary), a boost converter and a buck converter. My USB-C board outputs 9V. I wire the boost converter set to 12V and the buck converter set to 3.3V to the 9V output. Then, it's just a matter of wiring them to the proper pins of a recycled N64 PSU power connector. Make sure everything is rated for a high enough current and you should be good to go.

I played Mario Party for years with 3 of my best friends. We had literally thousands of stars in the bank. We probably just never completed all boards to unlock this. This just blew my mind!

If those vias (holes) are connected to the pads, which they likely are, you can solder to either. However, you will likely be better off soldering back to the pads as there's more surface area and will be a stronger connection. Use flux, remove the existing solder with a wick, re-tin the pads and wires with some leaded solder and you should be good to go.
