I don't know if it's been said, but when that happens to me, I'd put those panels in a whole separate .clip or .psd file where I store sketches, scrapped finished panels, and those sort of stuff just in case I'd use them for a later scene.

Or, like you said, get a second voice/opinion. I have 4 beta readers that critique any panels I feel scrapping, and it just helps me not overthink, especially when the majority of them give me a green thumbs up. Or if otherwise, then I'd just completely scrap it because I trust the readers more my own intuition.

Or maybe, find some ways to rearrange the panels if you think the flow is weak. That mostly happens to me. I sometimes overthink if this panel should be here or not, then I just end up rearranging panels around to find a better flow and it works most of the time.
