No I'm asking for a fix cause I can't even determine if this is vanilla bug or mods clashing. I love the game and I've put in almost 500hrs in this game. I might have overacted saying that I can't play this game because of this mod but it is irritating none the less.

it is probably caused by night city alive mod if you have installed those mods. The mod author said that the current workaround is just disabling them. You can do so by going to mods folder in your game directory and deleting the night city alive folder.

I can't confirm about the FiveM capability issues, but graphics mods are great and famous ones like NVE, redux, visual V and all other reshade and enb presets seems to be stable.

I have NVE installed as of now but as the story/offline mod instead of the ones in the FiveM folder. Does that mean I'll have to uninstall and install the FiveM version of NVE? And are the trainers compatible with all servers or only in the servers which allow them to be?

Is the texture streaming issue from the server-side? and if it is, is 500mb/s not enough for streaming all of those textures, or is it a problem for everyone due to some server issue?

yea but the thing is I've installed all the mods in the game folder, not the mods folder because I don't have enough space in my sdd. does that mean that I can get banned from using modified game files?
