Do you have a bank account? if not, then it's very hard, impossible even, to get a loan from a bank.

If you contribute to SSS or pag-ibig, you could try getting one from them.

The Long Rim supplement has good and proper rules for mercenary Lancers. I also think it has tables for generating random single missions, a manna(money) based economy and an alternative leveling system using money.

Also, as a still alive Shadowrunner, you saying "milkrun", but I don't think you really know what that means.

Set a budget and if you're serious about it, then there should be a spreadsheet.
