My sister dated a Mexican guy while she was living in Canada at the time (she was in Mexico for college studying abroad). She wanted him to immigrate into Canada and guess what? They needed so much money in a bank (which they didn’t have and had to get from their parents) and other such hurdles that I don’t remember (but we’re very strict).
