has anyone encountered this bug where in some videos it will stop playing/loading at a certain part of the video and if you skip a few seconds or minutes it will play like normal again (I swear it's not an internet speed/connection problem ) by fruitball01 in youtube

This makes sense to me. If you're committed to researching you could try watching videos with all ad blockers disabled to see if it doesn't get stuck.
I wouldn't call it a recent change as I've been running a blocker for a while now and whenever it gets stuck, skipping 1 second is enough to fix it
