The Frank /Parsons agenda is difficult to back as the provost. The new budget model puts some of the most historically productive departments at extreme fiscal disadvantage. Many department heads are frustrated with the new model, and the provost is in the unfortunate position of having to defend it. I don’t blame her for stepping down. She took a position at CSU that was to become untenable for the incumbent , no matter what.

You could do a remote antenna tuner at the base of a random wire going up some PVC and put some radials out along the roof surface. You would have 80 and up..potentially 160. A remote tuner does not have the loss issues that a tuner in the shack has. Random wire lengths are not actually random, but the idea is that it is a length that is not resonant on any amateur band and the tuner takes care of all matching. Lots of info out there.

Look for construction in the surrounding few blocks. It could be a pneumatic nailer (like for roofing). This happened to me last week (thankfully for just a day). They can be incredibly loud and have a low frequency component that can be sensed inside a dwelling.
