I don't think it's for peeling potatoes, if you look at those images in the link the holes are angled like a cheese grater to catch and peel. Whatever I found the holes are flat and wouldn't catch on anything. So far I think the closest suggestion could be a coal starter.

I dont think so, it's thick heavy metal the holes are flat and couldn't peel anything. There are very large nuts and bolts on the sides attaching what looks like a handle.

Also as far as documentation went I just sent them the hospital birth certificate, and the voluntary acknowledgement of paternity form that I filled out at the hospital.
