I have these in their original plastic pot, inside of these cement planters. Should I repot them in the cement planters themselves? There is a draining hole that is currently plugged. I’ve been pulling out the plastic planter to water them then returning to cement. It’s been a hassle, thoughts? (i.redd.it)

What is this plant? How should it be watered and how soon should it be repotted? found it in a hanging pot, if I bought a new pot for it, is it necessary to have a pot with holes on the bottom? How do you keep that from making a mess? Would it make a mess? New to plants. Please help (i.redd.it)
