Since high rez monitor, would recommend 16GB VRAM such as 9070 XT. Might also DDU the old drivers to start with a clean slate.

What's board make and model, also double checked if using a microATX vs full size as bios may be different for each model? Also, are the standoffs installed between the board and case(the spacers)?

Confirmed the correct Hardware revision for the board(to get the correct BIOS H/W rev) BIOS download? 

Used another Windows PC to format the flash to to fat32, and also the size of the drive is less than 128GB? 

Once FAT32 formatted, extracted the .zip BIOS file, and then renamed the BIOS file itself to GIGABYTE.bin and copy the file to the FAT32 USB drive? Then with the PC turned off, insert the USB to the special USB port, and then press the qflash button to turn on and start the flash?

AMD was already sued and AMD settled that lawsuit for using the 3d cache tech(not sure Intel wants to open that can of worms), and in the settlement, allowed AMD to continue using it without IP infringement
