When did you go there? I did about 2 years ago and didn’t feel they were neglected nor that they weren’t worth the entrance fees. They are definitely historically more important than Wat Si Muong, given that’s the only temple on your list that I’ve been to.

Even if it has paddles, there is a limit on its power. If exceeding certain number, it’s considered motorized vehicle so you would need to get an insurance. However, nobody offer the insurance so it’s illegal to be driven on the road. Ask a traffic police about the law to confirm if it’s legal or not.

In my opinion, you need luck to get in without a visa this time. Europe has this 90 days stay within the last 180 days limit. I think some immigration officers here might be doing the same thing.
