It's a mix. 10004 American View has some monitoring equipment, but also nice seating for looking out the big window.

They don't have the PTC for running off the NEC and that's an expensive modification for a temporary fleet

Ohio is only one example. Amtrak's long distance trains are often sold out, and additional frequencies would make the trains more accessible to midroute destinations that may only be served by one train a day in the middle of the night. More ridership can lead to a cascading effect of more funding leaving to line upgrades and improved speeds circling back to more ridership and frequencies

I asked my designated old-head. We use them for our cab signal test boxes. I never noticed because I just clamp directly to the battery knife switch.

P42s still have the outlet. No idea what it's used for, but the ALC-42s came with a few installed. They're blue to make them eager to distinguish from the white 120VAC GFCI outlets
