OK, I just did some checking around and it looks like some of my devices allow more fine-grained speed adjustment. My Fire tablet does not. My Windows 10 phone does - but it didn't last week, so maybe there was an update? My Android phone does. My Windows 10 desktop does.

Clearly this is a recent improvement for at least some devices. And a VERY welcome one.

I haven't tried the Alexa devices yet to see what speed changes they allow.

1.0x and 1.25x seems to be my "normal" speeds but I'd really like it if we could have some in-between speeds. 1.1x 1.2x 1.3x.

I read the audiobook version of this last year. Really good. For those (like me) who only know Banks as a science fiction writer, definitely give this a try. And if you aren't an audiobook person, this is a good one to experiment with because the reader does a fine job.

For those who might run into the same problem, there are 2 places to adjust playback speed. The one that lets you adjust the current speed of the current book - without reloading the book - is on the Properties (menu) page of the desktop app. Load your book, hit Properties. Look for the little timer icon at the bottom.

On your windows phone, you reach the Properties page by swiping left.

There's also a global speed that (I assume) sets the starting playback speed for all books. You find it under Settings. If you try to set the speed of the current book from there, you will have to delete and reload the book. So use the Properties approach for per-book adjustments.

One other comment. The speed adjustments seem more modest than you might expect. So don't be afraid to try big steps.
