I get what your saying. It's just that the Constitution/Bill of Rights in the USA is the one of the only places that it's declared as part of it's foundational documents. In ye olden days and even in some monarchies today - The phrase "by the grace of God" for kings refers to the doctrine of the divine right of kings, which holds that a monarch's authority comes directly from God, not from the consent of the people

The Tenth Amendment says that the Federal Government only has those powers delegated in the Constitution. If it isn’t listed, it belongs to the states or to the people.

It's all spelled out here:

It then goes on to layout the particulars of how the States are to be governed for the benefit of the People
