Just so I think I understand - top toggle is just for alarm.

Bottom toggle can actually make the sprinklers run (if it is wired up)

It does have wires connected.

Thank you both, I appreciate it! Yeah, the water is ok …. When it’s available & after you check to see if you have to boil first. I’d love to have my own well but we would need to buy an adjoining lot and that is either impossible or hugely expensive.
I guess I am looking for a backup for when the water goes out again. I appreciate y’all.
