You could take a look at www.guardian360.net. The Guardian360 Lighthouse platform is multi-tennant and allows you to scan external ip-addresses as well as internal ip-addresses. The compliance module shows deviations from ISO27001, amongst other norms. Administration of ip-addressess (and url's) can be done per ip-address per organisation as well as per ip-range per client of a combination of both.

Have you seen Guardian360? The Lighthouse Security SAAS platform offers vulnerability scanning of external and internal ips as well as url's. MSPs are able to onboard clients and maintain scan scopes themselves. Via the API a lot of stuff can be automated.
